In general, wheat bags are indeed safe. So long as you carefully read and follow the instructions on the label, you shouldn't face any issues.
The issue only begins when you heat the warmers up for too long or your microwave's turntable doesn't turn properly. In such cases, this can cause areas of the bag to overheat.
